HUD's draft rewrite of FHA Minimum Property Requirements

On September 22, 2026, HUD posted Modernizing and Strengthening FHA's Minimum Property Requirements (MPR), a draft update to Handbook 4000.1, on FHA's Single Family Drafting Table for industry feedback (announced in FHA INFO 2026-22). These are copies of the files as HUD published them, kept here in case the originals move or come down.

This is not a HUD website. The files below are unmodified copies retrieved from hud.gov on October 13, 2026; the checksums let you confirm they match. This is a draft, not effective FHA policy. Always check HUD's Drafting Table for the current version.

How to send feedback to FHA

Per HUD's Drafting Table page, feedback is open through November 6, 2026:

1. Download the Feedback Response Worksheet.
2. Add your feedback, referencing page numbers, line numbers and sections in the Clean Version with Summary. HUD asks for one set of comments per company.
3. Email the completed worksheet to sffeedback@hud.gov.
